A members' account gives you the board, a balance, and the abilities you switch on. Here is exactly what is required, and why.

An address we can reach you at. Typing it asserts it; answering the message we send confirms it. Only a confirmed address counts — a claim about yourself is not evidence.

Acceptance of the terms, against a version. We record which version you agreed to, so what was agreed stays knowable.

An identity basis. The minimum evidence that there is a distinct person here. It is what stops one applicant becoming a hundred, and it is why the board is worth reading.

Whether an application may be admitted is decided by Registration_Admit_Pkg — machine-checked and independently re-proved off this machine before it was admitted. It distinguishes incomplete (finish it) from refused (nothing further will help), and it will not let an administrator approve their own application.
